Outside of the fact that this doesn't accomplish anything and leaves no provision in it for people with CCW Permits, it is blatantly unconstitutional. The 2nd amendment guarantees the right to keep and bear arms. Any law at the Federal or State level (save for an Amendment to the US Constitution) that prohibits this is unconstitutional.
