I am opposed to this obscene regulation.

Virginia Concealed Carriers with permits have been vetted by the state - and often local - police, and been deemed responsible enough to do so.  This idiotic regulation more or less says "no, we don't trust you" to the very same people the law enforcement of the commonwealth vetted as being trustworthy and responsible.

If this regulation is such a great idea, then let it pass through the Virginia House and Senate, and not by some executive decree.  What part of "shall not be infringed" does the state executive not understand?

I fail to see what "emergency" there was that drove the state's executive to the conclusion this was needed.
