Only the name changed from acupuncture to dry Needling. So, it is very obvious that dry Needling is equal to acupuncture, or rather the Pain Chapter of Acupuncture Therapy. Since they are the same, there is no need to separate it out from acupuncture. So, the acupuncture license is required for anyone who wants to perform acupuncture treatment.
