Don't change the Voter Registration form.  As a naturalized citizen, I earned the right to vote and have my voice heard as a U.S. citizen.  Changing the voter registration to allow even the remote possibility for anyone to commit voter fraud is absurd.  There isn't a country in this world that allows a non-citizen to vote on matters that affect the laws of their nation.
