Governor's authority is subordinate to the constitution and laws of Virginia
 

The proposed changes to the Virginia voter registration form would have the effect of making it easier for non-citizens, incapacitated persons, and convicted felons to skate by the constitutional requirement to positively declare their status. One way to get a more certain response might be to have at the end, if that format is preferred for reasons I haven't discerned, a requirement to check yes or no for each of those situations that the constitution addresses. The governor should be discouraged from making changes that undermine the intent of the law, and this suggestion would be one way to do it.
