Voter Registration Regulations are Wishy-Washy
 

Regarding the regulations known as Voter Registration 1VAC 20-40-70, the addition of items #10 and 11 to the list of immaterial omissions is faulty.  VA law states that only US Citizens and may vote, and that felons are not allowed unless their rights have been restored. The Virginia Voter Registration Form must legally document the applicants knowledge of his/her status with respect to these two items.  If the SBOE does not have the expectation that an applicant must check box #1 or #5, then remove the boxes altogether and simply let the applicant sign the statement as agreeing that they are a citizen and not a felon.   Otherwise, if the SBOE is going to ask for information for items #1-7, then the SBOE should mandated the completion of the entire form.  Why ask the questions if you really do not wish to document the answer.   Also, item #1 should be revised to allow applicants to check either "yes" or "no" to citizenship just as they do for felony offenses.  This would keep the line of questioning uniform.
