This proposed change is ill-advised and invites fraud.  It is unclear why the proposed changes are needed. In order to cast a vote, you are required to be a citizen. How will that be determined if there is no mechanism for providing that information. We do not need any additional means to allow our voting process to be abused. Please reconsider this proposed regulation and do not promulgate as currently drafted.
