The fact that this action is called "reform" is a joke.  This is to allow one party to win elections by appealing to those who are not eligible to vote-either because they are not citizens of the U.S. or through actions of their own in the past. This has nothing to do with good or responsible government, but is part of the long project to dumb down the American government and society that the democrat party has waged for the last 70 years.
