It is difficult to understand why Board of Elections would propose such a concept to have illegals/criminals vote.  This appears to be construed as political rather than strengthening the Board of Elections responsibility...and the Board of Elections is suppose to be neutral  To further elaborate, the Board of Elections executes law, not create them...certainly not propose policy to determine who can vote.  If change is needed, then make a recommendation to encourage and strengthen integrity of elections.  Please realize, our culture cannot improve with criminal/illegal voters who will weaken our regulations/laws with criminal/illegal concepts.
