You have got to be kidding.  Even the Board cannot be that stupid!!!!  Does Virginia really want illegals and felons voting in its' elections?  Or is it the Democrats who want this; they will take votes anywhere they can get them, and that is why this country is in such a welfare/illegal/felon/debt mess!!!!
