These changes are absurd.  The integrity of the voting system would be completely nullified. Elimination of the voter registration requirement to indicate whether a felon or citizen can only be proposed to encourage or allow voter fraud. To attempt to accomplish this via a board versus legislation would seen to a direct violation of the Virginia Commeonwealth institution.
