I believe it will be a bad decision to make it easier for folks to register to vote by lowering the required information necessery to confirm the eligibility of the voter.  I think is is very important for citizenship and crimial records to be part of the process.  Otherwise, how can you verify information that is not asked for.  If the information is not part of the process you can not hold the person responsible for trying to register and not reporting thier status when it is not asked for.  Why would you want to water down our voter rights like this?
