McAuliffe bought and paid for the Gubanatorial election as a pay-off for being a loyal Democrat-Obama HACK. Part of his mission was undoubtedly to undermine Virginia and Virginians by every possible ploy. To cover for all the rampant voter fraud that gets Democrats elected ( I really don't want to believe  1/2 the electorate is so stupid or ignorant or self serving/corrupt) McAuliffe is attempting to encourage and cover up voter fraud by making it less difficult to detect and allay, when the requirements NEED TO BE  MORE STRINGENT. I have witnessed massive fraud by known illegal aliens, and convicted felons as well as attempts to vote multiple times. A friend at a polling place witnessed absentee ballots being "lost" after they were opened and seen to come from military men overseas who apparently voted "the wrong way". All of our reports were ignored since the polling stations and the election boards are corrupt and Dems have insinuated themselves into these positions for the very purpose of manipulation of the vote.
