There is nothing wrong with current application form. To suggest that checking a box is confusing or difficult is absurd. What this proposal indicates to me is an attempt to remove any possibility of prosecution for falsifying a document. The application actually saves time because if you can't answer Yes to the question "Are you a citizen of the United States" then there is no need to proceed unless your intent is to illegally vote. When you attempt to fix a problem that isn't a problem there is always a motive and not necessarily a good one. Leave as is and focus more time on tightening the voter photo ID requirements and removing illegals from the State and any  hint of welcome.
