Without any evidence that the existing regs failed to protect women, the General Assembly singled out clinics that perform abortions for the sole purpose of regulating them out of existence.  The regulations that were implemented by the Board of Health, against the advice of its own doctors, were put in place only after threats against Board members by then-Attorney General Ken Cuccinnelli. They were not based on medical need or medical recommendations.  They were implemented solely to make it harder for women to access legal health services.  All government regulations should be related to a legitimate purpose, and restricting access to legal health services is not a legitimate goal of government.   Regulations which are merely a pretense for achieving otherwise unattainable political goals undermine the legitimacy of a government formed of, by, and for the people.
