For abortion facilities on an upper floor there must be adequate hallways and elevators so that a woman in the abortion facility who all of a sudden needs to be rushed to a hospital can be wheeled out on a stretcher to a waiting ambulance.  The stretcher must be wheeled and allow an attendant to be along side.  At the abortion facility that I am familiar with, on at least two occasions in the past year ambulances were called to take care of abortion patients.  I don't know how the patients were helped to the waiting ambulances.  The abortion facility there is on the 3rd floor of the building.
