The regulations that were implemented by the Board of Health, against the advice of its own doctors, were put in place after threats by then-Attorney General Ken Cuccinnelli. They were not based on medical need or medical recommendations. They were implemented only with the motivation to make it harder for women to access legal health services. Regulations should be related to a legitimate purpose, and restricting access to legal health services is not a legitimate goal of government. If doctors are opposed to these regulations, that is a clear indication that they do not serve a medical purpose.
