While we all agree that we should maintain standards for health-care providers, there is no reason for women's health clinics that perform only outpatient procedures to be required to adhere to the standards for full hospitals.  Moreover, the evidence is clear that TRAP restrictions do not improve patient health and safety.  Their sole effect is to cut women off from many basic health-care services, including not just family planning but also cancer screenings and primary care.
