The regulations contained in 12 VAC 5-412, as required by Va. Code § 32.1-127, should be retained in their entirety.  They are necessary for the public health, safety, and welfare, have little economic impact on small businesses, and are clearly written and easily understandable.  As the reports from the Virginia Department of Health document hundreds of horrific violations of the health code by abortion facilities, it is imperative that these regulations are retained in their entirety for the assurance of safe healthcare for women in Virginia.
