The application of hospital standards to clinics that perform abortions will prevent women from receiving needed  health care services.  This was not medically indicated and there was no data to back it up.   The fact that the the regulations were not grandfathered but applied to existing facilities appears to be unprecedented and done for political reasons.  

Since the Board of Health considers this to be essential to apply this retroactively to health care facilities that provide abortions, It appears logical to apply it also retroactively to other facilties such as hospitals and other out patient facilities.
