If some health care providers can be grandfathered, then all existing health care providers must be grandfathered.  Or, if you prefer, grandfather none, and force ALL health care providers in the state to meet your new regulations.

The rule of law is the rule of law.  Selective application of regulations is not only immoral, it is illegal.
