I urge the Board of Health to amend the proposed TRAP regulations to, at a minimum, grandfather in existing health centers so they do not have to comply with onerous TRAP restrictions.  The regulations in their existing form serve no medical purpose but rather respond to political considerations.  Such discriminatory, costly, and punitive actions have no place in our Commonwealth, and no health center--old or new--should be subject to them.
