Although I favor requiring women’s health centers which perform abortions to meet hospital standards, I believe your regulations should "grandfather" existing women’s health centers which already perform abortions and have not had a slew of serious incidents which a hospital setting would be likely to have prevented.  We shouldn't make the perfect the enemy of the satisfactory whereby a women’s health center has to close because it can't afford to upgrade. 

The Board of Health should, instead, evaluate each women’s health center in a businesslike fashion and calculate when the majority of its "capital" (equipment and space) will be fully depreciated and set one year thereafter as the date the women’s health center must comply w/ the stricter requirements to meet hospital standards.
