As a retired educator (U.S. Dept. of Education 1966-1986) I am in favor of local control whenever the best linterests and needs of the students can be met.  However, the decision to put GT funding in the hands of local districts is not such a case.  Instead, it will resullt in inequitable opportunities -- and even no opportunities -- for GT students.  Over time, it could encourage parents of GT students to locate in the more prosperous districts which would further exacerbate inequities.  Keep GT funding at the STATE level.
