I'm apalled at this back door effort to limit abortions. If the legislature wishes to have these clinics follow these rules, then all health centers in the state should be mandated to do so. However, I don't believe these new rules will bring about a safer environment. They will simply put obstacles in the way of women who have decided to have abortions. I see them using doctors and medical personnel that have multiple offices in more than one state so that they can have the procedure done elsewhere.
