Revision of Regulations Gifted Education Programs, K - 12 / VOTE NO

I oppose to the changes below:

8VAC20-40-60. Local plan, local advisory committee, and annual report.

The local school board members are not subject matter expert, they have different backgrounds in education/career and will not be able to oversee the gifted program plans intelligently.
The Department of Education has to approve the Local Plans to ensure the plan is in compliance with the regulations.  The Department of Education is responsible and accountable for any education plans and any decisions made.

8VAC20-40-70. Funding. (The repeal of the funding language)
The Gifted Education Program is just as other special education programs; gifted students have special needs just as other special education students. Therefore, the funding for this gifted program should be budgeted, funded and protected. And it should be used to support as such purposes only.

Do not undermine the well-being of our children, please vote “NO”!
