Thank you for taking actions to minimize or even eliminate altogether the shackling of incarcerated women during delivery in Virginia jails and correctional institutions (or wherever the incarcerated persons deliver their children).

In most instances the only purpose served by shackling is demeaning mother and child at a most sacred time, at the very time their inherent dignity - and hope for successful lives - should be shown in the very highest regard and greatest expectation.
