Shackling of Pregnant Inmates
 

It is my hope that regulations can be modified or developed with the aim and objective of maintaining respect for the sacredness of human life and regard for inherent human dignity.  As I understand it, there have been no documented instances of women in labor or delivery causing harm to themselves, correctional staff or medical staff.  Shackling pregnant inmates, unless absolutely necessary, is degrading and disrespectful.  I urge you to develop more humane standards and regulations governing this matter and ensure that they are propagated throughout state, local and regional facilities.  Thank you for considering my position in the matter
