I'm astounded that such practices are carried out in a supposedly civilized and advanced cuture like ours.   This kind of policy would seem to indicate that we are neither civilized nor even humane.  I hope that our policy makers will reconsider the requirements for restraints during such a critcal procedure as birthing a baby.
