What possible risk to anyone could any woman be while giving birth!!  I am appalled that the practice of shackling exists today in our "enlightened" society.  Any woman who has given birth would know the feeling of helplessness and weakness that exists at that moment.  The overwhelming feeling is the desire to see your newborn child.  Please outlaw this practice!
