Please do not make the proposed changes to the regulations governing gifted programs in Virginia.  Doing so would remove the DOE from the approval process for gifted plans, and would essentially leave localities to "fend for themselves", where gifted programming is concerned.  I think the peer review process currently in effect is very valuable, and helps to ensure that all localities in Virginia have comparable gifted programming.
