Current system is working great. Why change???

What makes Virginia a national top state for the quality and achievement of public education? One major reason is that the eduction system is regulated at state level intead of local level. The consistent and mandatory requirement and funding make it possible for all school divisions to meet the high bar. Same thing is true for gifted education.

The current system is working great, all the processes, funding, regulatory bodies, all have been tested and proved effective and efficient. Both gifted students and their parents are extremely satisfied. Then why bother to change? What's the reason and rationals behind the new proposal? If the new proposal was passed, it would be disaster. It's gaurantted that the gifted education system and quality will be very unbalanced. Some countries will do better that others because of whatever reasons, such as budget, teachers, facilities, students levels. Then Virginia will lose its reputation. Family of gifted students will move out their current division to another with better system.
