The proposed changes to 8VAC20-40-60 (local plans); and 8VAC20-40-70 (the repeal of funding language) must be opposed to protect the integrity of gifted education in the state of Virginia.

Local elected officials simply are not experts in the field of gifted education, and cannot be expected to advise as such.

Additionally, funding must be clearly protected.  Without the regulatory language, the funding intended for gifted education can (and most certainly will) be allocated elsewhere. 

It should be our endeavor to enhance and further gifted education in the state of Virginia, not erode it.  I strongly urge you to oppose these proposals.
