Purpose of the meeting
A student research showcase will start at 5:30 p.m. DEQ and its contractor, Virginia Tech’s Biological Systems Engineering Department, will discuss the process that will be used to complete a water quality improvement plan, known as a TMDL Implementation Plan, for Woods Creek and its tributaries. Prior to the meeting students from Lexington schools will showcase their recent studies of Woods Creek water quality. This is an opportunity for local residents to learn about the condition of the creek, share information about the area, and become involved in the process of local water quality improvement. Volunteers will be solicited to assist with TMDL Implementation Plan development by serving on Working Groups. A public comment period will follow the meeting (October 25, 2018 through November 30, 2018). Please note, in case of inclement weather, the meeting will be held at the same time and location on October 30, 2018. A TMDL is the total amount of a pollutant a water body can contain and still meet water quality standards. Section 303(d) of the Clean Water Act and §62.1-44.19:7.C of the Code of Virginia require DEQ to develop TMDLs for pollutants responsible for each impaired water contained in Virginia’s 303(d) TMDL Priority List and Report. Woods Creek was listed on the 303(d) TMDL Priority List and Report as impaired due to violations of Virginia’s water quality standards for bacteria for Recreational Use. DEQ completed the bacteria TMDL study for Woods Creek in 2017. The Woods Creek TMDL was approved by the Environmental Protection Agency (EPA) in February 2018. Section 62.1-44.19:7.C of the Code of Virginia requires expeditious implementation of TMDLs when appropriate. To restore water quality, bacteria levels need to be reduced to the amount established in the TMDL. The TMDL Implementation Plan should provide measurable goals and the date of expected achievement of water quality objectives. The TMDL Implementation Plan should also include the corrective actions needed and their associated costs, benefits, and environmental impacts. DEQ will collaborate with local stakeholders to develop a TMDL Implementation Plan that meets these criteria. HOW TO COMMENT AND PARTICIPATE: All meetings in support of TMDL Implementation Plan development are open to the public and all interested parties are welcome. Written comments will be accepted through November 30, 2018 and should include the name, address, and telephone number of the person submitting the comments.
