| Purpose of the meeting DEQ will convene a public hearing on a draft construction permit for HP Hood, LLC in Winchester. HP Hood, LLC is a producer of extended shelf life dairy products. They have applied for an amendment to a permit to construct a digester gas flare and a cogeneration system consisting of one combustion turbine and two heat recovery steam generators (HRSGs). The applicant proposes to use natural gas and digester gas for fuel. The proposed amendment to the permit would allow an increase in the allowable sulfur content of the natural gas, correct the flare capacity designation, and adjust emission limits for the cogeneration system. The project will cause the facility to be classified as a major source of air pollution for carbon monoxide (CO). The maximum annual emissions of air pollutants under the proposed permit are expected to be: 123.8 tons per year (tpy) of CO, 61.2 tpy of Nitrogen Oxides (NOx), 33.9 tpy of sulfur dioxides (SO2), 32.5 tpy of volatile organic compounds (VOCs), 2.2 tpy of particulate matter (PM), and 16.6 tpy of PM-10/PM-2.5. The technologies that will be used to control the air pollution from the project are a dry low NOx system for the combustion turbine, use of good combustion practices, and the use of low-sulfur fuels (natural gas). The estimated effect on air quality near the facility from the proposed project is not expected to cause or contribute to a violation of any National Ambient Air Quality Standard (NAAQS). The public comment period on the proposed permit amendment begins on November 17, 2016 and ends on January 3, 2017. | |
