| Purpose of the meeting A public hearing to receive comment on a draft permit for Chesterfield Economic Development Authority's Project Buzzard that will authorize the impact of wetlands and streams in Chesterfield County. Chesterfield Economic Development Authority has applied for a new permit to construct an industrial facility within the existing Meadowville Technology Park in Chesterfield County, Virginia. The applicant is requesting authorization to fill 9.87 acres of wetlands and 84 linear feet of streams, and to convert 0.05 acre of forested wetlands to emergent wetlands in order to construct the facility. The activity proposed in the permit will affect wetlands and streams that drain to the James River. The proposed permit requires compensation for permanent impacts to surface waters through the purchase of 19.57 wetland credits and 73 stream credits from a mitigation bank in the same or adjacent watershed. Previous permits issued to Chesterfield Economic Development Authority for projects associated with Meadowville Technology Park have authorized permanent impacts to 3.58 acres wetlands and 228 linear feet of stream bed, and temporary impacts to 0.468 acre of wetlands. DEQ’s preliminary decision is to approve the permit. The public comment period begins on May 25, 2016 and ends on July 13, 2016.
