Purpose of the meeting
A public hearing on a draft permit amendment for Enviva Pellets Southampton LLC for their permitted wood pellet fuel manufacturing facility to allow for up to ten percent softwood in the wood feedstock mixture used to manufacture the wood pellets. This permit is a minor New Source Review permit for a major source of volatile organic compounds (VOCs). The maximum annual emissions of air pollutants from the facility under the proposed permit are expected to be: PM/PM10/PM2.5 82.2 tpy; SO2 16.6 tpy; NOx 75.6 tpy; CO 51.8 tpy; VOC 245.0 tpy; and total HAPs 24.1 tpy. The technology used to control the air pollution from the facility is the implementation of particulate fabric filters, high efficiency cyclones, a WESP, a SNCR, and good operating practices. The public comment period begins on November 14, 2014 and ends on January 5, 2015. DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit.
