Mandate Title:
Requirements for New Home Inspections
Purpose of legislation
Makes it unlawful for any person who is not a certified home inspector and who has not successfully completed the training module required by ยง 54.1-517.2 to conduct a home inspection on any new residential structure. The bill also authorizes the Virginia Board for Asbestos, Lead, and Home Inspectors (the Board) to issue a certificate to practice as a certified home inspector to any applicant who, in addition to other requirements, has submitted satisfactory evidence that he has successfully completed such training module, which the bill requires the Board to develop in conjunction with the Department of Housing and Community Development, based on the International Residential Code component of the Virginia Uniform Statewide Building Code. The bill has a delayed effective date of July 1, 2016, with the exception of provisions relating to the development of the training module, which become effective in due course.

Closing Explanation
Action withdrawn 7/11/16 as a result of legislation from the 2016 Session (HB 741 and SB 453). The withdrawn action will be incorporated into a new action slated to be effective 7/1/17 to establish training requirements for new residential structure inspections and to convert the current voluntary certification program to a mandatory licensing program.
