Apt acronym for a politically-motivated end-run around Roe v. Wade. The Board of Health members know these regulations are not founded in science, nor are they designed to "protect women's health". 

The Board of Health initially voted against these regulations and then allowed the integrity of the Board to be compromised by the threats of Cuccinelli -- who will not be elected Governor of Virginia by the way.
