Virginia must protect women who are entering abortion clinics by devising and enforcing standards of cleanliness, record keeping and patient care.  If we must have abortions they should be done at hospitals, not at profit-making businesses like the abortion clniics we have in the Commonwealth.  I am all in favor of protecting vulnerable young women from further abuse by unscruplous abortion clinic doctors who are so under-regulated and basically out to make a profit.  It is enough that many of these women were forced into having an abortion by boyfriends or families who do not want to take care of the child or provide the young woman the support she deserves.  Young women who are in a crisis pregnancy deserve better that to be forced to go to these abortion places.
