The VA Board of Corrections must adopt regulations to protect pregnant women from shackling
 

In Virginia jails and prisons there have been numerous cases of women and their fetuses being damaged by shackling during labor and delivery.  I urge the Board of Corrections to adopt strict regulations forbidding shackling or otherwise unnecessarily restraining pregnant or nursing women.  Women in labor are not a flight risk, shackling is barbaric and unnecessary.
