If the voter can be identified and the intent can be ascertained, a ballot shouldn't be disqualified. 

Poor penmanship alone should not be a cause for disqualifying a ballot.

There should be a mandatory 90 day moratorium on any changes that affect voters (when, where or how to vote) prior to an election.  

Make voting easier.  Is it possible to register and vote at the same time.
