I don't think we should be putting more restrictions on absentee voting. Voter turnout is already low because voting in person requires everyone to vote on a weekday, unlike many other countries where weekend voting is traditional. That practice prevents or makes it difficult for many working people to vote in person. Absentee ballots make it easier for anyone to vote and I have heard of no instances of fraud on absentee ballots.
