This sounds like something you'd hear about in places like Soviet Russia or Iraq---obvious manipulation and a thinly veiled attempt to suppress people's rights.  Lots of people's signatures are purposely illegible so as to be difficult to copy!  Surely, there is a place below to print the name.  How about putting a special reminder emphasizing how important it is to have a legible name!  Please don't push this!  It makes you look bad!
