Description This regulation provides the basis upon which the state Department of Social Services, Local Departments of Social Services, facilities licensed by the state Department of Social Services, and contractors to these entities may authorize, conduct, or propose to conduct or authorize any human research.

Goals of Regulation The regulation serves as the primary guidance for the Department’s conduct of research involving human subjects by requiring the establishment of an Institutional Review Board to maintain the right to privacy and protection from harm or risk for clients of the state and local Departments of Social Services, facilities licensed by the state Department, and by contractors to either state or local Departments of Social Services.
