Goals of Regulation 1. To ensure that miners are certified and perform tasks required to mine coal safely and knowledgeably.

2. To provide for the health and safety of persons and property on or near the mines.

3. To provide a pool of qualified mining employees.

4. To encourage productive coal mines.
