Goals of Regulation 1. To protect public health, safety, and welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.
2. To provide a mechanism which ensures that only Code-defined qualified interpreters are listed in the Statewide Directory of Qualified Interpreters.
3. To provide a framework for screening interpreters and transliterators that allows for maximum participation in a cost-effective manner.
