Description A regulation that establishes 1) a nursery with one or more sales locations shall not be required to register each separate location; 2) that Narcissus plants, bulbs and vegetable transplants destined for shipment out of the Commonwealth are nursery stock; 3) field grown vegetable transplants inspected during the growing season, and again when pulled and packed may be eligible for certification and 4) that European black currant plants may not be moved to any destination in Virginia.

Goals of Regulation 1. The protection of the public's health, safety, and welfare with the least possible cost and intrusiveness to the citizens and businesses of the Commonwealth.

2. The prevention of the spread of plant pests when nursery stock is sold (and thereby enhancing the marketability of Virginia-grown nursery stock) by:

a) Facilitating the acceptance in interstate commerce of Virginia-produced narcissus plants, narcissus bulbs, and vegetable transplants.

b) Protecting Virginia's white pine plantings from the destructive disease White Pine Blister Rust, Cronartium ribicola, the spores of which can spread from infected currant plants to healthy white pines, resulting in death of the trees.
