General Information
Action Summary The current inspection and maintenance (I/M) program requires that affected vehicles be presented to emissions inspection stations biennially to receive an emissions inspection. The proposed amendments are being made to conform to state law for the testing of emissions, including remote sensing, from motor vehicles located or primarily operated in Northern Virginia. Specifically, the 2012 amendments to ยง 46.2-1178 C require the establishment by regulation of the following on-road testing requirements: 1. On and after July 1, 2012, and before July 1, 2013, an on-road clean screen program shall be limited to no more than 10 percent of the motor vehicles which are eligible for emissions inspection during the applicable 12-month period. 2. On and after July 1, 2013, and before July 1, 2014, an on-road clean screen program shall be limited to no more than 20 percent of the motor vehicles which are eligible for emissions inspection during the applicable 12-month period. 3. On and after July 1, 2014, an on-road clean screen program shall be limited to no more than 30 percent of the motor vehicles described in this subsection which are eligible for emissions inspection during the applicable 12-month period.
