General Information
Action Summary Changes are being made to the regulations to update obsolete Code citations that resulted from the Neighborhood Assistance Program (NAP) statutes being moved from Title 63.2 of the Code of Virginia (Code), pertaining to Welfare (Social Services), to Title 58.1, pertaining to Taxation. A number of definitions are being changed to reflect statutory changes to the Code. The regulations are also being amended to reflect that an organization providing educational services applies to the Superintendent of Public Instruction, not to the Commissioner of the Department of Social Services (DSS). This regulatory action implements Chapters 463 and 585 of the 2008 Acts of Assembly and Chapters 10 and 851 of the 2009 Acts of Assembly.

Executive Branch Review This Action is exempt from Article 2 of the Administrative Process Act. The normal executive branch review process is not required. As such, it can be submitted directly for publication and is effective upon publication.
